James Toepfer, the “Father of Highlands Ranch” 

In the early 1980s, several people were hired or were transferred from California. James Toepfer was one of those who moved here to Colorado.  Jim served as the first President of the Colorado Division of Mission Viejo from 1978 until his retirement in the late 1980s. Jim and his team were responsible for transforming this basically empty ranch land of 22,000 acres into the vibrant homeowner-centric community of Highlands Ranch. Jim’s work for the ranch began as soon as the decision was made to purchase and move forward with the planning and construction, from 1976 until his retirement from Mission Viejo in 1988.  Following his retirement, Jim continued to serve the people and community of Highlands Ranch by his contribution to Highlands Ranch Metro District as a Director on the Board of Directors from 1980 to 1995.
